So putting aside the fact that Windows 11 isn’t a supported platform, I don’t know that you should necessarily see that error. When you deployed the AM war file, did you see any errors in the Tomcat catalina.out log? I’m assuming this is the first run of AM and you haven’t done the base configuration yet. This sounds to me like there was some sort of failure in unpacking the war, and we need to focus on that.

Let’s step back a bit. Please give us a long file listing of the contents in the web apps directory.
